Maoists virtually rule the roost in Jharkhand areas

The fear of violence looms over the second-phase polls in Jharkhand on April 23. The Communist Party of India (Maoists) has now given a call for a Jharkhand Bandh on April 22 to protest the alleged killing of civilians by the Central Reserve Police Force on April 15 in Latehar district.
In an early warning sign to voters and the security forces, Maoists blew up a school building on Monday. At Khukhra village under Pirtand police station in Giridih district, they left notes asking the people to boycott the polls.
The Red Brigade is asserting itself in the Santhal-Pargana tribal belt and parts of Chotta Nagpur by calling for a boycott of voting in eight Lok Sabha constituencies. Maoist graffiti is found at major points in villages. Posters ask the people not to vote and warn of consequences for those who defy the diktat.
The security forces are on tenterhooks following the bandh-boycott call. The forces are being deployed intensively but the numbers involved have not been disclosed.
The Election Commission is understood to have deployed micro-observers and asked for an enhanced security presence in the troubled areas. The forces have been told not to move in heavy vehicles, and to walk to polling stations from their camps for fear of landmines on roads.
In the Giridih constituency, security officials are alarmed by the proliferation of posters and graffiti, and distribution of leaflets, by the Maoists in nearly 17 panchayat areas of Pirtand block. One of the wall writings in a government middle school on Dimri-Giridih roads asks villagers to boycott polls. In Madhuban town even temples sport posters and banners. The Maoists have told candidates not to campaign. Although village residents acknowledge the Maoist threat, they are reluctant to discuss it.
The situation is similar in parts of the Dumka, Dhanbad and Singhbhum Lok Sabha constituencies: the Red Brigade virtually rules the roost here. Armed Maoists unleashed violence in Jharkhand on April 15, the day before the first phase of parliamentary elections. They attacked camps of the BSF and ambushed a bus, killing seven people.

The wait for better air connectivity is over. The low-cost private airline service provider, MDLR Airlines, has commenced its air link connecting Jamshedpur with New Delhi and Chandigarh. A 70-seater aircraft core engine avro-regional jet is in service on this route.

The flight lands in Jamshedpur from Ranchi at around 11.20am. After a brief halt at Sonari Airport, it takes off for Calcutta.On its return journey, the flight lands in Jamshedpur from Calcutta at 1.30pm and then gallop for Ranchi, New Delhi and Chandigarh.

जमशेदपुर। ‘आम आदमी की कार’, यानि ‘नैनो’ के प्रति दीवानगी में यहां एक व्यक्ति ने अपनी जान दे दी।

टाटा मोटर्स की बहुचर्चित लखटकिया कार के इस दीवाने ने अपनी कामकाजी बीवी द्वारा नैनो की बुकिंग के लिए रजामंदी नहीं जताने पर कल शाम कथिततौर पर फांसी लगाकर आत्महत्या कर ली।
नगर के सिदगोड़ा क्षेत्र में एग्रिको निवासी अरूण तिवारी (40 वर्ष) ने कुछ ही दिन पहले पत्नी से नैनो की बुकिंग कराने की मांग की थी। इस बात को लेकर उसके परिवार में पिछले तीन-चार दिन से विवाद चल रहा था।

बताया जाता है कि नैनो की बुकिंग से इंकार किए जाने से अरूण का दिल ऐसा टूटा कि कल शाम उसने अपने घर में पंखे से धोती का फंदा लगाकर आत्महत्या कर ली।

सूत्रों ने बताया कि पेशे से एलआईसी एजेंट अरूण ने दो शादियां की थी। उसकी दूसरी बीवी टाटा स्टील की सहायक कंपनी जुस्को में चतुर्थ वर्गीय कर्मचारी है, जबकि पहली पत्नी घरेलू महिला है। नैनो की बुकिंग को लेकर दोनो पत्नियों में भी कहासुनी हुई थी।

अरूण की कामकाजी बीवी ने उसे कुछ माह पहले ही एक मोटरसाइकिल दिलाई थी, पर वह इसे बेचकर नैनो खरीदना चाहता था।

कोडरमा संसदीय क्षेत्र - मरांडी का जादू बरकरार, पर भाजपा ने पेश की है कडी चुनौती

रांची : कोडरमा संसदीय क्षेत्र में पूर्व मुख्य्मंत्र्ी सह निवर्तमान सांसद बाबूलाल मरांडी का जादू अब भी बरकरार है. परंतु इस बार आश्चयर््जनक ढंग से श्री मरांडी के साथ मुख्य्ा मुकाबले में भाजपा के लक्ष्मण सवर्णकार हैं. लिहाजा लालू प्रसाद य्ाादव ने जिस ’माय्ा‘ समीकरण के भरोसे उसमें कोइरी-कुडमी का तडका मिलाकर उम्मीदवार दिय्ाा था, श्री मरांडी तिलस्म के आगे फीका पड गय्ाा और राजद प्रत्य्ााशी प्रणव वर्मा मुख्य्ा मुकाबले से बाहर दिखाई दे रहे हैं.
इस संसदीय्ा क्षेत्र्ा में वोटरों तक सर्वाधिक पहुंच श्री मरांडी की ही है. प्रत्य्ोक बूथ तक पहुंच भी श्री मरांडी की ही है. कोडरमा संसदीय्ा क्षेत्र्ा के अल्पसंख्य्ाक समुदाय्ा भी राजद सुप्रीमो लालू प्रसाद के ’माय्ा‘ समीकरण पर भरोसा करने के बजाय्ा श्री मरांडी पर ज्य्ाादा भरोसा कर रहे हैं.
य्ाद्यपि कोडरमा संसदीय्ा क्षेत्र्ा में श्री मरांडी के साथ मुख्य्ा मुकाबले में इस बार भाजपा दिखाई दे रही है. भाजपा ने लक्ष्मण के ’वैश्य्ा समुदाय्ा‘ से होने के कारण अपने समुदाय्ा के लोगों में मतों का ध्रुवीकरण हो चुका है. भाजपा के इसके अलावा परम्परागत वोटर भी हैं. परंतु भाजपा में कई खामिय्ाां है. पिछले साल भर से भाजपा की झ्ाारखंड की प्रभारी श्रीमती करुणा शुक्ला प्रदेश भाजपा को ’एवरी बूथ, टेन य्ाूथ‘ के संबंध में कडे निर्देश जारी करती रही. परंतु करुणा शुक्ला के निर्देशों का कोई असर कोडरमा संसदीय्ा क्षेत्र्ा में नहीं है अर्थात संसदीय्ा क्षेत्र्ा के प्रत्य्ोक बूथ तक भाजपा की पहुंच नहीं बन पाय्ाी है. भाजपा को कायर््ाकर्ताओं की कमी तो खल ही रही है भाजपाई संसाधनों की कमी भी झ्ोल रहे हैं. राजद प्रत्य्ााशी प्रणव वर्मा के समक्ष भी य्ाही परिस्थिति है.
कोडरमा संसदीय्ा क्षेत्र्ा में भाकपा माले के राज कुमार य्ाादव भी चौथा कोण बना रहे हैं. परंतु श्री य्ाादव को कैडर वोट के अलावा अपने कुछ जातीय्ा वोटों का ही आसरा है. वैसे श्री य्ाादव मतों मंे बिखराव तय्ा है. श्री य्ाादव वोट भाजपा और राजद प्रत्य्ााशी के बीच भी बंटेगा. कोडरमा संसदीय्ा क्षेत्र्ा मंे कांग्रेस टिकट पर पूर्व सांसद तिलकधारी सिंह और झ्ाामुमो के उम्मीदवार के रूप में जामताडा के पूर्व विधाय्ाक विष्णु भैय्ाा भी चुनाव मैदान में हैं. परंतु तिलकधारी और विष्णु भैय्ाा अपने जातीय्ा वोटरों में भी पकड नहीं बना पा रहे हैं. तिलकधारी व विष्णु भैय्ाा भूमिहार जाति से आते हैं. लेकिन श्री मरांडी भूमिहार मतों में सेंधमारी करने की जुगत में हैं. वैसे भूमिहारों का समर्थन श्री मरांडी को नहीं मिलने पर भाजपा प्रत्य्ााशी लक्ष्मण स्वर्णकार उनके समक्ष कडी चुनौती पेश कर सकते हैं. पिछले उपचुनाव में कोडरमा में भाजपा की निराशाजनक स्थिति थी. प्रदेश भाजपाध्य्ाक्ष रघुवर दास ने इस बार भडकर य्ाहां से वैश्व प्रत्य्ााशी दिलवाय्ाा है और श्री दास ने उम्मीदवार को कम से कम मुख्य्ा मुकाबले में लाकर खडा कर दिय्ाा है.
कोडरमा संसदीय्ा क्षेत्र्ा में कोडरमा, बरकट्ठा, धनवार, जमुआ, गांडेय्ा और बगोदर छह विधानसभा क्षेत्र्ा हैं, जिसमें बरकट्ठा, धनबाद और जमुआ में भाजपा का कब्जा है. गांडेय्ा में झ्ाामुमो, बगोदर में भाकपा माले और कोडरमा में राजद का कब्जा है. धनबाद में भाजपा के रवीन्द्र राय्ा विधाय्ाक हैं. उन्होंने आम चुनाव की घोषणा के साथ ही श्री मरांडी का साथ छोडकर भाजपा में वापसी की है. उन्होंने श्री मरांडी के खिलाफ बढ-चढकर दावे भी किय्ो हैं. परंतु धनबाद में ही वस्तुस्थिति में श्री मरांडी भाजपा से भारी पड रहे हैं. कोडरमा व बरकट्ठा संसदीय्ा क्षेत्र्ा में भाजपा के पक्ष में माहौल है. श्री मरांडी बरकट्ठा व बगोदर मंे थोडे कमजोर पड रहे हैं. जमुआ व गांडेय्ा में श्री मरांडी की स्थिति ठीक है. भाजपा व श्री मरांडी के बीच राजद प्रत्य्ााशी कोइरी मतों के ध्रुवीकरण के साथ य्ाादव व मुस्लिम मतों में कतर ब्य्ाौंत की फिराक में है. परंतु श्री मरांडी के तिलस्म के कारण राजद मुस्लिम मतदाताओं के बीच ज्य्ाादा असर नहीं डाल पा रहा है. इनके अलावा माले के राज कुमार की दमदार उपस्थिति होना तय्ा है. कांग्रेस के तिलकधारी एवं झ्ाामुमो के विष्णु भैय्ाा भी उपस्थिति दर्ज कराने के प्रय्ाास में लगे हैं. श्री मरांडी के पक्ष में जो समीकरण जा रहा है, उसमें उनकी मजबूत इच्छा शक्ति, वोटरों में तिलस्म, प्रत्य्ोक बूथ तक उनकी पहुंच और शाम, दाम, दंड, भेद की उनकी नीति कारगर साबित हो रही है.

हजारीबाग संसदीय क्षेत्र - सौरभ ने यशवंत व मेहता को दी है कडी चुनौती

कांग्रेस द्वारा विधाय्ाक सौरभ नाराय्ाण सिंह को इस बार हजारीबाग संसदीय्ा क्षेत्र्ा से उतारे जाने के बाद वहां आम चुनाव दिलचस्प हो गय्ाा है. सौरभ भाजपा प्रत्य्ााशी य्ाशवंत सिन्हा और सीपीआई प्रत्य्ााशी भुवनेश्वर प्रसाद मेहता दोनों के लिए परेशानी का सबब बन गय्ो हैं. भाजपा के लिए झ्ााविमो उम्मीदवार ब्रज किशोर जाय्ासवाल भी मुसीबत खडी कर रहे हैं. जबकि श्री मेहता के लिए झ्ाामुमो के शिवलाल महतो और आजसू पार्टी के चन्द्र प्रकाश चौधरी चुनौती बन गय्ो हैं.
हजारीबाग संसदीय्ा क्षेत्र्ा में लुंजपुंज कांग्रेस में सौरभ ने नई जान फूंक दी है और वोटरों में कांग्रेस के प्रति रुझ्ाान पैदा किय्ाा है. सौरभ ने तेजी से ऊंची जातिय्ाों के वोटरों में संेधमारी करके भाजपा के य्ाशवंत सिन्हा को परेशानी में डाला है. मुस्लिम मतदाताओं का रुख कांग्रेस की ओर मोडकर सीपीआई के भुुवनेश्वर मेहता की राह में रोडे अटकाने का प्रय्ाास किय्ाा है और मुस्लिम मतदाताओं में अगर बिखराव नहीं हुआ तो निश्चित तौर पर सौरभ के संसद तक पहुंचने से रोका नहीं जा सकता है. लिहाजा मुस्लिम वोटों पर सीपीआई के मेहता भी मजबूत दावा कर रहे हैं.
हजारीबाग में भाजपा, कांग्रेस व सीपीआई के बीच मुख्य्ातय्ाा त्र्ािकोणीय्ा संघर्ष के आसार हैं. जबकि झ्ााविमो भी इस संसदीय्ा क्षेत्र्ा में अच्छी उपस्थिति दर्ज कराय्ोगा और झ्ाामुमो एवं आजसू पार्टी भी उपस्थिति दर्ज कराने के लिए प्रय्ाासरत हैं. हजारीबाग संसदीय्ा क्षेत्र्ा में मुस्लिम मतदाता महत्वपूर्ण भूमिका अदा करेंगे. कांग्रेस य्ाा सीपीआई जिस किसी उम्मीदवार के पक्ष में मुस्लिम एकमुश्त वोट डालेंगे एवं परिणाम को प्रभावित करेंगे.
हजारीबाग, बरही, बडकागांव, मांडु व रामगढ पांच विधानसभा क्षेत्र्ा वाले इस संसदीय्ा क्षेत्र्ा में हजारीबाग से स्वय्ां सौरभ नाराय्ाण सिंह विधाय्ाक हैं, जबकि बरही सीट पर भी कांग्रेस का कब्जा है और य्ाहां से मनोज य्ाादव विधाय्ाक हैं. इन दोनों विधानसभा क्षेत्र्ा में सौरभ के ही बढत हासिल करने की प्रबल संभावना है, जबकि बडकागांव में भी कांग्रेस के य्ाोगेन्द्र साव की अच्छी पकड है. पिछले विधानसभा चुनाव में य्ाोगेंद्र साव भाजपा के लोकनाथ महतो से बहुत कम वोटों के अंतर से चुनाव हार गय्ो थे.
परंतु सौरभ रामगढ एवं मांडु विधानसभा क्षेत्र्ा में काफी कमजोर हैं और इन दोनों विधानसभा क्षेत्र्ाों में सौरभ मुस्लिम मतदाताओं के भरोसे हैं. अगर मुस्लिम मतदाताओं का भी समर्थन सौरभ को इन विधानसभा क्षेत्र्ाों में नहीं मिला तो उनके संसद जाने का सपना सपना ही रह जाय्ोगा. क्य्ाोंकि बडकागांव में भी सौरभ य्ाोगेन्द्र वोटरों का रुख सौरभ की ओर कितना मोड पाय्ोंगे, य्ाह फैसला 16 अप्रैल को मतदाता करेंगे. वैसे बडकागांव में सौरभ को झ्ााविमो के श्री जाय्ासवाल से खतरा है.
इधर भाजपा का इस संसदीय्ा क्षेत्र्ा में परम्परागत वोटर हैं और पांचों विधानसभा क्षेत्र्ाों में समान पकड है. बडकागांव और रामगढ विधानसभा क्षेत्र्ा में भाजपा की बढत के कय्ाास लगाय्ो जा रहे हैं. रामगढ में विधाय्ाक चन्द्र प्रकाश चौधरी का दबदबा है और भाजपा का इस विधानसभा क्षेत्र्ा में मुख्य्ा मुकाबला श्री चौधरी के साथ है. सीपीआई और झ्ााविमो भी रामगढ में उपस्थिति दर्ज कराय्ोंगे. झ्ााविमो के लिए शंकर चौधरी रामगढ में लगे हैं.
मांडु विधानसभा क्षेत्र्ा में सीपीआई की बढत लेने की संभावना है. सीपीआई, भाजपा और झ्ाामुमो के बीच ही मांडु क्षेत्र्ा में मुख्य्ा मुकाबले में शामिल होने की संभावना है. सीपीआई का आधार बस्ती और बडकागांव में भी है. परंतु बरही में कांग्रेस, भाजपा व झ्ााविमो के बीच मुख्य्ा मुकाबले के आसार हैं. बरही में झ्ााविमो के लिए उमाशंकर अकेला लगे हैं. बडकागांव में सीपीआई, भाजपा, झ्ााविमो व कांग्रेस के साथ चतुष्कोणीय्ा संघर्ष में है. मुस्लिम मतदाताओं में विखराव होने की स्थिति में भाजपा के य्ाशवंत सिन्हा को फाय्ादा हो सकता है. फिलहाल हजारीबाग संसदीय्ा क्षेत्र्ा में सभी प्रत्य्ााशिय्ाों की टक्कर भाजपा से ही है.

दुमका-झारखण्ड 1मार्च दे’ा के विभिन्न राजनीतिक दलेां से वै’य समाज को आगामी चुनाव में नजरअंदाज न करने की चेतावनी देते हुए अखिल भारतीय वै’य सम्मेलन के रा’ट्रीय अध्यक्ष व राज्यसभा सांसद गिरी’ा कुमार संघी ने कहा , ‘अखिल भारतीय वै’य महासम्मेलन इतना सक्षम हैै कि वह अपने दम पर प्रत्या’ाी खडे कर सकता है । श्री संघी ने यहाॅं स्थानीय वै’य समाज द्वारा आयोजित एक वि’ााल जनसभा को सम्बोधित करते हुए कहा कि जितनी भी राजनीतिक पार्टियाॅं हैं वह वै’य समाज को नजरअंदाज करती हैं तो अखिल भारतीय वै’य महासम्मेलन इतना सक्षम है कि वह अपने बलबूते पर प्रत्या’िायों को खडा कर सकता है ।
श्री संघी ने मायावती और का’ाीराम द्वारा दलित समाज को एक सूत्र बांधने का डदाहरण देते हुए कहा कि जब वो केवल दो अपने बलबूते पर दलित समाज को एकजुट करके उत्तर प्रदे’ा की सत्ता पर काबिज और अपनी ‘’ाक्ति को बढा सकते हैं तो हम ऐसा क्यों नहीं करके अपनी एकजुटता का परिचय दें और अपनी राजनीतिक ताकत को बढाएॅं ।
उन्होंने बताया कि दे’ा की आजादी के लिए फॅंासी के तख्ते पर लटकने वाले भगत सिंह, राजगुरू और सुखदेव वै’य समाज के थे । जंलियाॅंवाला बाग में अधिकां’ा ‘’ाहीद हुए लोगों में वै’य समाज के लोग थे । कारगिल में पहला ‘’ाहीद होने वाला जवान भी हमारे समाज के थे । जब -जब इस दे’ा पर विपत्ति आई है तो वै’य समाज के लोगों ने बढ़ चढ़ कर भाग लिया है।
सरकार की नीतियों के बारे में विस्तार से बताते हुये उन्होंने कहा कि सूक्ष्म, लघु और मध्यम के उद्यम के लिये ऋण बैंकों से बिना किसी गारंटी के मिल सकता है। अगर किसी को ऋण मिलने में कोई परे’ाानी आये तो वे इसमें उनकी मदद करने के लिये तैयार है।

राजस्थान के गर्जर आंदोलन का उदाहरण देते हुये श्री संघी ने कहा कि एक छोटे से समुदाय के लोगों अपने आंदोलन को इस कदर छेडा कि सरकार को मजबूर हो कर उनकी मांगों को मान लेना पड़ा। उन्होंने कहा कि अगर हम सभी एकजुट हो जाये तो सरकार को अपनी मांग के लिये झुका सकते है जबकि हमारे समाज की संख्या काफी अधिक है।

उन्होंने बताया कि स्वर कोकिला लता मंगे’कर, बिग बी अमिताभ बच्चन, पूर्व प्रधानमंत्री स्वं लाल बहादुर जैसे अनेक लोग वै’य समाज के है। श्री संघी ने मौजूदा लोगों से 27 मार्च चैत प्रतिपदा को वै’य दिवस मानने का संकल्प लेने के लिये कहा। उन्होंने कहा कि इस दिन वे संास्कृतिक कार्यक्रमों का आयोजन करें। इस अवसर पर झारखंड प्रदे’ा वै’य समाज संघ के अध्यक्ष श्री प्रेम कटारूका ने कहा कि लोग अक्सर राजनीतिक पार्टियों की बैठकों में बढ़ चढ़ कर भाग लेते है लेकिन दुख की बात कि वे सामाजिक बैठक में भाग लेने से कतराते है।
गोड्डा के महगामा में कल एक वि’ााल जनसभा को संबोधित करते हुए श्री संघी ने कहा कि आगामी लोकसभा चुनाव में वै’य समाज महत्वपूर्ण भूमिका निभानी होगी। इसके लिये झारखण्ड में प्रत्येक बूथ के तत्काल दस सदस्यों कि समिति बनाई जाए । उन्होंने कहा कि चुनाव के लिए हमारा एक नारा है एक बूथ दस यूथ । प्रत्येक बूथ पर करीब एक हजार मतदाता होते है। दस यूथ एक बूथ में अपने समाज के लोगों की पहचान कर उन्हें संगठित कर सकते हैं । उन्होंने वै’य समाज के लोगों तथा जनहित में कार्य करनेवाले उम्मीदवार को मत देने का आग्रह करते हुए कहा कि इससे विजेता उम्मीदवार को आप लोगों के कार्य करने के लिए मजबूर होना पडेगा । विजेता उम्मीदवार को यह भी मालूम रहेगा कि अगर उसने आप लोगों का कार्य नहीं किया तेा जिस प्रकार उसे जिताया उसी तरह अगले चुनाव में उसे हरा भी सकते हैं । प्रजातं़त्र के युग में ’ाासन वर्ग को सबक सिखाने का सबसे बड़ा हथियार है चुनाव प्रक्रिया में भाग लेना ।इस लिए आप सब लोग संगठित और एक जुट होकर एकतरफा मतदान क्रें ।
श्री संघी ने झारखण्ड के पिछले चुनाव पे आॅंकडों का हवाला देते हुए क्हा कि राज्य में 81 विधान सभा सीट हैं जिसमे से नौ सीट अनुसुचित जाति और 28 सीटें अनुसूचित जाति के लिये आरक्षित है। सेस सीटे सामान्य है।अगर हम सभी समाज के लोग सामान्य सीटों पर अधिक ध्यान दे तो हमे इन 44 सीटों पर कामयाबी हासिल हो सकती है। क्योंकि झारखं डमें विभिन्न उपजातियों में बटा हुआ वै’य समाज की आबादी करीब 40 प्रति’ात से अधिक है। यह समय का तकाजा है कि अन्य समाज की तरह हमारा समाज एकजुट हो । उन्होंने कहा कि वै’य समाज को सामाजिक न्याय के साथ राजनीतिक चेतना आनी भी आव’यक है नही ंतो वर्ण आधार पर अल्पसंख्यक समाज हमारे पर सासन करता रहेगा।

उन्होंने वै’य समुदाय से विक्रमी संवत चैत प्रतिपदा को वै’य दिवस मनाने की घोध्णा करते हुये कहा कि हर समाज व अन्य प्रकार के दिवस दे’ाभर में मानाये जाते है इसलिये वै’य समाज सभी उपजातियों को भुलाकर इसे अपने गांवों, प्रखंडों, जिलों तथा राज्य स्तर पर मनाये। इस दिन लोग सामाजिक कार्यक्रमों का आयोजन करें ताकि अन्य समाज के लोग इसका अनुसरण कर सकंे और उनके लिये एक उदाहरण बनें।

म्हिलाओं और युवावों को हर कार्यक्रम में भागीदार बनाने पर जोर देते हुए उन्होंने कहा कि हर आदमी के जीवन में महिला महत्वपूर्ण होती हैं तेा हर तरह से उन्हें आगे बढने का मौका दिया जाना चाहिए और उनकी भागीदारी स्ुनि’िचत किया जाना चाहिए। युवा पिढी भवि’य में दे’ा का नेत्रत्व करने वाली पीढी इसलिए उनको अच्छे संस्कार देने और इनकी उत्तम ’िाक्षा का प्रबंध करने की जिम्मेदारी हमसब पर है । खुद के साथ परिवार तथा आस पास के सभी लोगों के स्वास्थ्य काभी ख्याल रखा जाए ।

BJP senior leader and the in-charge of BJP's Election Management Committee for Jharkhand, Sushma Swaraj flagged off 11 'Vijay Sankalp Abhiyan Rath'' from Argora Maidan, Ranchi, on Saturday, February 28. The Sankalp Rath will be touring every corner of the state to garner support for BJP candidates in Jharkhand.
The party has already announced the final list of its candidates for the LS polls, including fomer Chief Minister Arjun Munda who would be contesting from Jamshedpur.
At present 13 out of total 14 parliamentary seats of the state belong to UPA and one to former chief Minister and Jharkhand Vikas Morcha president Babulal Marandi. None of the 14 LS seats are with the BJP in Jharkhand.
"Jharkhand is the number one state in our list, because we did not win many seats last time." Sushma Swaraj said in Ranchi.
However BJP is yet to decide on any seat-sharing formula with the Janata Dal (United), an ally in the NDA led by the BJP, in Jharkhand.It is being said that senior BJP leader Arun Jaitley will soon be finalising the BJP's alliance.

झारखंड का स्थापना दिवस एवं भगवान बिरसा मुंडा की जय्ाती की तिथि एक ही है. 15 नवंबर की य्ाह तिथि बहुत ही महत्वपूर्ण है. य्ाह भगवान बिरसा मुंडा के साथ-साथ सिद्ध्ाू-कान्हू, चांद-भैरव, तिलका मांझ्ी, वीर बुधू भगत, पांडेय्ा गणपत राय्ा, ठाकुर विश्वनाथ शाहदेव, शेख भिखारी जैसे महापुरुषों के साथ-साथ झ्ाारखंड आंदोलन के शहीदों के बलिदान की भी य्ाद दिलाता है.
भगवान बिरसा मुंडा ने अत्य्ाचार, शोषण, सूदखोरी के खिलाफ संघर्ष किय्ा था एवं शराबखोरी, छुआछूत, भेदभाव से दूर रहने का संदेश दिय्ाा था. उस संदेश को बार-बार य्ााद करने और व्य्ावहार में उतारने की आवश्य्ाकता है.
झ्ाारखंड राज्य्ा अपना आठवां स्थापना दिवस मना रही है. झ्ाारखंड राज्य्ा गठन की लडाई में हमने अपने जीवन के 40 बहुमूल्य्ा साल बिताए हैं. इस आंदोलन को हमने और हमारे साथिय्ाों ने खून-पसीने से सींचा. इसके फलस्वरूप ही इस राज्य्ा का उदय्ा हुआ. अलग राज्य्ा गठन करने का मेरा मकसद य्ाही था कि झ्ाारखंड राज्य्ा का चौतरफा विकास हो. इस राज्य्ा की गरीब जनता को भी विकास का लाभ मिल सके.
राज्य्ा गठन के बाद य्ाहां की सरकार की बागडोर ऐसे लोगों के हाथों चली गय्ाी, जिन्हें झ्ाारखंड आंदोलन से कुछ लेना-देना नहीं था. उनके पार्टी के लोगों ने झ्ाारखंड आंदोलन का विरोध ही किय्ाा था. नतीजन उनके कायर््ाकाल में राज्य्ा के विकास के बदले कुछ लोगों का विकास हुआ. उन लोगों ने झ्ाारखंड के लोगों की भावनाओं का आदर नहीं किय्ाा. य्ाहां के गांव, खेत-खलिहान, जल-जंगल के विकास की चिंता नहीं की, जिसके कारण झ्ाारखंड के लोग अपने को ठगा हुआ महसूस करने लगे. पुरानी सरकारों की अनदेखी के कारण गांव-जवार में जो आक्रोश फैला, उसके कारण ही वे सरकारें बदल गईं. आपलोगों के सहय्ाोग से अब झ्ाारखंड सरकार की बागडोर मुझ्ो मिली है. य्ाह बागडोर झ्ाारखंड आंदोलन के एक सिपाही को मिली है. सरकार में आते ही हमने अपने पदाधिकारिय्ाों को य्ाह निर्देश दिय्ाा कि किसानों एवं गरीबों के हक से जुडी हुई य्ाोजनाएं बनाय्ाी जाय्ों. मात्र्ा ढाई महीने के शासनकाल में हमने राज्य्ा के गरीबी रेखा से नीचे गुजर-बसर करने वाले परिवारों को 3 रुपय्ो के दर से चावल एवं 2 रुपय्ो के दर से गेहूं उपलब्ध कराने का निर्देश दिय्ाा है. अब गरीबी रेखा से नीचे गुजर-बसर करने वाले परिवारों को अगले महीने से सस्ते दर पर अनाज उपलब्ध होने लगेगा. मैं इस बात पर विश्वास रखता हूं कि य्ादि किसान खुशहाल होगा तो राज्य्ा भी खुशहाल होगा. इसके लिए हमने ’समेकित किसान खुशहाली य्ाोजना‘ शुरू की है. इसके तहत प्रत्य्ोक जिले के दो-दो प्रखंडों के किसानों को अपनी जमीन पर एक से अधिक फसल फैदा करने की आवश्य्ाक सुविधाएं उपलब्ध कराय्ाी जाय्ोंगी. साथ ही उन्हें पशुपालन, मुर्गी पालन य्ाा बत्तख पालन के लिए भी सुविधाएं दी जाय्ोंगी.
राज्य्ा में नौ आदिम जनजाति के सदस्य्ा रहते हैं. वे अभी भी विकास की मुख्य्ाधारा से कोसों दूर हैैं. इनमें से कई परिवार आज भी जंगल से कंदमूल इकट्ठा करके अपना पेट भरते हैं. य्ो बहुत ही चिंताजनक स्थिति है. बचपन में, और आंदोलन के दिनों में हमने अपना काफी समय्ा जंगलों में बिताय्ाा है. मैंने भी गरीबी को काफी नजदीक से देखा है. इसलिए हमने य्ाह फैसला लिय्ाा है कि ऐसे सभी गरीब परिवारों को निःशुल्क अनाज उपलब्ध कराय्ाा जाय्ो. अब इस य्ाोजना का नाम ’मुख्य्ामंत्र्ाी खाद्य सुरक्षा य्ाोजना‘ होगा. इस य्ाोजना के तहत झ्ाारखंड राज्य्ा के सभी आदिम जनजाति के परिवारों को निःशुल्क 35 किलो प्रतिमाह प्रति परिवार अनाज उपलब्ध कराय्ाा जाएगा.
हमारी सरकार का य्ाह फैसला है कि आदिम जनजाति वर्ग के बीए पास बच्चों को सरकारी नौकरी में सीधी निय्ाुक्ति दी जाय्ो. अब राज्य्ा में आदिम जनजाति वर्ग का कोई भी पढा-लिखा लडका य्ाा लडकी बेरोजगार नहीं रहेगा. हमारी सरकार ऐसे बच्चों को सीधे निय्ाुक्ति देगी. रांची जिले के पांच बीए पास आदिम जनजाति बच्चों को निय्ाुक्ति पत्र्ा देने जा रहे हैं. इस महीने के अंत तक 67 आदिम जनजाति के बच्चों को नौकरी दी जाय्ोगी.
गरीबों की सबसे बडी समस्य्ाा भोजना और आवास की होती है. हमने अनाज देने के साथ-साथ गरीबों को आवास भी उपलब्ध कराने का निर्णय्ा लिय्ाा है. हमारी सरकार ने सिद्ध्ाू-कान्हू आवास य्ाोजना श्ुारू की है. इस य्ाोजना के तहत राज्य्ा में गरीबी रेख से नीचे गुजर-बसर करने वाले परिवारों को निःशुल्क आवास उपलब्ध कराय्ाा जाय्ोगा. इंदिरा आवास य्ाोजना की तर्ज पर ही आवास बनाने हेतु प्रति इकाई 35 हजार रुपय्ो की आर्थिक सहाय्ाता राज्य्ा सरकार अपनी निधि से देगी.
भोजन, आवास के साथ-साथ पढाई की जरूरत से कोई इंकार नहीं कर सकता है. सरकारी विद्यालय्ाों में पढने वाली अनुसूचित जाति एवं जनजाति के 6-1ñ वर्ग की छात्र्ााओं को मुफ्त में पोशाक दिय्ाा जाय्ोगा. प्रत्य्ोक 1ñ हजार की आबादी पर एक माध्य्ामिक विद्यालय्ा की स्थापना की जाय्ोगी. इसके साथ ही प्राथमिक विद्यालय्ाों में सहाय्ाक शिक्षकों तथा उर्दू के शिक्षकों की भी निय्ाुक्ति होगी. छात्र्ााओं को स्नातकोत्तर तक शिक्षण में परीक्षा शुल्क में छूट दी जाय्ोगी. हमारी सरकार झ्ाारखंड के लोगों को स्वास्थ्य्ा सेवाएं मुहैय्ाा कराने के लिए तत्पर हैं. सदर अस्पताल से लेकर प्राथमिक स्वास्थ्य्ा केंद्रों के भवन का निर्माण कायर््ा तेजी से चल रहा है. अस्पतालों के शय्य्ाा की संख्य्ाा बढाई जा रही है. सरकारी और निजी प्रय्ाासों से नय्ो मेडिकल कालेज, आय्ाुर्वेदिक कालेज और डेंटल कालेज खोले जा रहे हैं. राज्य्ा के गठन के समय्ा सिंचित खेती य्ाोग्य्ा भूमि मात्र्ा नौ प्रतिशत थी, उसे बढाकर लगभग साढे तेईस प्रतिशत किय्ाा गय्ाा है. हमारी सरकार का लक्ष्य्ा है कि वृहद, मध्य्ाम और लघु सिंचाई य्ाोजनाओं से सिंचित भूमि का प्रतिशत तेजी से बढाय्ाा जाय्ो. आज भी राज्य्ा की 8ñ प्रतिशत जनता पीने के पानी के लिए कुआं और चापानल पर निर्भर है. हमारी कोशिश रहेगी कि ज्य्ाादा से ज्य्ाादा गांव के पाईप से जलापूर्ति करने वाली य्ाोजनाओं को पूरा किय्ाा जाय्ो.
राज्य्ा के य्ाुवाओं के विकास के लिए तकनीकी शिक्षा की बहुत अधिक जरूरत है. सरकारी और निजी प्रय्ाासों से नय्ो इंजीनिय्ारिंग कालेज खोले गय्ो हैं. वहीं सरकार की कोशिश है कि लगभग हर जिले में नए पालिटेक्निक एवं प्रत्य्ोक अनुमंडल में नए आईटीआई खोले जाय्ो. महिलाओं के लिए भी विशेष तौर पर नए पालिटेक्निक एवं आईटीआई खोले जा रहे हैं. रांची एवं देवघर में तारामण्डल का निर्माण शीघ्र प्रारंभ किय्ाा जा रहा है.
दुमका को झ्ाारखंड की उप राजधानी का दर्जा तो दिय्ाा गय्ाा, लेकिन उसके विकास पर आज तक विशेष ध्य्ाान नहीं दिय्ाा गय्ाा, लेकिन अब ऐसा नहीं होगा दुमका के साथ-साथ पूरे संथाल परगना के विकास पर हम विशेष ध्य्ाान देंगे. इसी सिलसिले में हमने हाल ही में दुमका में सोना सोबरन पाय्ालट प्रशिक्षण केंद्र का उद्घाटन किय्ाा है. इस केंद्र में आदिम जनजाति वर्ग के य्ाुवाओं को निःशुल्क प्रशिक्षण दिय्ाा जाय्ोगा.
हमने राज्य्ा सरकार के सभी विभागों के खाली पदों के संबंध में रिपोर्ट करने का निर्देश अधिकारिय्ाों को दिय्ाा है. शीघ्र ही लगभग एक लाख खाली पदों पर राज्य्ा के नौजवान लडके-लडकिय्ाों की बहाली की जाय्ोगी. हमने सिपाही की निय्ाुक्तिय्ाों में स्थानीय्ा लोगों को प्राथमिकता देने का निर्देश दिय्ाा है, ताकि वे ग्रामीणों की बोली-भाषा समझ्ा सकें और उनकी समस्य्ााओं का निदान कर सकें. झ्ाारखंड के लोगों में अपनी संस्कृति के प्रति अभिमान जाग सके, उसके लिए संस्कृति कर्मिय्ाों को सम्मानित करने की हमारी य्ाोजना है. साथ ही ग्रामीणों के बीच नगाडा, मांदर, ढाक और ढोल आदि भी वितरित किय्ो जाय्ोंगे. उसी प्रकार खेल-कूद में अपनी प्रतिभा दिखाने वाले और राष्ट्रीय्ा एवं अंतर्राष्ट्रीय्ा स्तर पर झ्ाारखंड का नाम रौशन करने वाले खिलाडिय्ाों को भी सम्मानित करने और नौकरी देने की हमारी य्ाोजना है.
हमारा विश्वास है कि झ्ाारखंड की खुशहाली की कुंजी गांवों के विकास में छिपी है. गांवों की खेती-किसानी, पशुपालन, वानिकी, लघु-कुटीर उद्योग क ेविकास में ही अपने राज्य्ा का विकास हो सकेगा. राज्य्ा के य्ाुवाओं को हर जिला, हर अनुमंडल में तकनीकी शिक्षा मिल सके, इसकी हमारी कोशिश है, तभी वे आने वाले उद्योगों का लाभ उठा सकेंगे. गांवों के लोगों की समस्य्ााओं का समाधान उनके गांव के नजदीक मिल सके, इसके लिए हम छोटे-छाटे प्रखंडों का निर्माण कर रहे हैं. अभी 35 नय्ो प्रखंडों का सृजन किय्ाा गय्ाा है. नय्ो अनुमंडल भी बनाय्ो जा रहे हैं. हमारी य्ो कोशिश है कि राज्य्ा की प्रगति को खूब तेज गति दी जाय्ो. इस कायर््ा में हमें आप सबका सहय्ाोग चाहिए, तभी य्ाह भगवान बिरसा मुंडा, सिद्ध्ाू-कान्हू एवं अन्य्ा महापुरुषों और शहीदों के सपनों को साकार कर सकेंगे.

गुरुजी के सामने है बडी चुनौती

रांची ः झ्ाारखंड कल आठवें वर्ष का हो जाय्ोगा. इन आठ वर्षों में राज्य्ा में ’लूट संस्कृति‘ गहरी जडें जमा चुकी है. बदहाली दूर होने के जिस सपने के साथ झ्ाारखंड बना, वह सपना कहीं दूर बादलों के ओट में छुप गय्ाा. आज जो व्य्ाक्ति राज्य्ा के मुखिय्ाा के पद पर बैठा है, उसी शिबू सोरेन ने झ्ाारखंड अलग राज्य्ा के लिए तीस वर्षों तक सतत् संघर्ष किय्ाा. श्री सोरेन को झ्ाारखंडिय्ाों ने ’गुरुजी‘ बना दिय्ाा और आज झ्ाारखंडिय्ाों की निगाहें गुरुजी पर हैं.
आठ वर्षों में राज्य्ा की दशा सुधरने की बात तो दूर, आज तक राज्य्ा को दिशा भी नहीं मिली. सरकारी महकमें में जो जहां बैठा है ’लूट तंत्र्ा‘ का हिस्सेदार बना बैठा है. परिवहन व आबकारी विभाग में ’नोट गिनने की मशीन‘ लग गय्ाी है. मोबाइल दारोगा व शराब माफिय्ाा ’सिंडीकेट‘ सत्ता बदलने की धमकी देने की कूबत रखता है. सत्ता के दलाल ’रात को दिन‘ में बदलने की हिमाकत कर सकते हैं.
मंत्र्ाी, छुट भैय्ो, बिचौलिय्ाा, इंजीनिय्ार, ठेकेदार, अफसर, अर्दली सभी मालामाल हैं. बस बदहाल है, तो केवल आम जनता. जिन बिचौलिय्ो, छुटभैय्ाों की कूबत एक कप चाय्ा पीने की नहीं थी, वही बिचौलिय्ो, छूटभैय्ो आज लक्जरी गाडिय्ाों में फर्राटे भरने लगे हैं और आलीशान फ्लैटों में रहते हैं. चाल, चलन, चरित्र्ा सब कुछ बदल गय्ाा है. राज्य्ा में लोकतंत्र्ा से ’लोक‘ गाय्ाब हो गय्ाा है. संविधान, कानून, नैतिकता अतीत की पोथी बनकर रह गय्ाा है.
सरकारी निवाला खाने से बच्चों की मौत होती है. पुल पूरी तरह बनने के पहले गिर जाते हैं. सडक पूरी तरह बनने के पहले उखड जाती है. सडक पहले बनती है, अलकतरा बाद मंे खरीदा जाता है. लेकिन कहीं किसी को खौफ नहीं. कागजी आंकडों में नरेगा य्ाोजना, गर्भवती जननी सुरक्षा य्ाोजना चल रही है. पैसे में नौकरिय्ाां बिक रही हैं. मेरिटोरिय्ास हताश घर बैठे हैं.
लिहाजा मुख्य्ामंत्र्ाी श्री सोरेन ने वर्षों पुराने अपने वादे के मुताबिक बीपीएल को तीन रुपय्ो चावल मुहैय्ाा कराने का फैसला लिय्ाा है और कल स्थापना दिवस के मौके पर राज्य्ा में बडे पैमाने पर बेरोजगारों को निय्ाोजित करने की घोषणा करने वाले हैं. लेकिन उन सवालों का क्य्ाा होगा, जो राज्य्ा में मौजूं है? य्ाह गुरुजी को बताना भी होगा और उसे रोककर राज्य्ा को नई दिशा देनी होगी. राज्य्ा की दशा सुधारने की बडी चुनौती गुरुजी के सामने है.

टाटा झारखंड की खाता है और आंख भी दिखाता है, नहीं चलेगा - शिबु

जमशेदपुर: राज्‍य के मुख्‍यमंत्री शिबु सोरेन टाटा कंपनी पर खूब बरसे। यहां एक जनसभा के दौरान उन्‍होंने कहा कि टाटा कंपनी झारखंड के संसाधनों के बूते ही फल-फूल रही है, लेकिन यहां के आदिवासियों से वह घृणा करती है। यह सब अब नहीं चलेगा।

सिंहभूम के जगन्‍नाथपुर प्रमंडल और दो नये प्रखंड हाटगम्‍हहिरया और बोडाम के उदघाटन के बाद यहां के सोरेन गोपाल मैदान में सोहराय मिलन (आदिवासी पर्व) सभा को संबोधित करते हुए शिबु ने कहा कि टाटा कंपनी ने आदिवासियों की जमीन ले ली, लेकिन पीने का पानी तक उपलब्‍ध नहीं करा रही है। वह झारखंड के पानी, बिजली, लोहा से अपने घर भर कर झारखंडियों को ही आंखें दिखाती है। शिबु ने एमओयू साइन करने वाले उद्यमी घरानों को भी नहीं बख्‍शा। उन्‍होंने कहा कि उनकी सरकार यहां मौजूद और आनेवाले उद्यमी घरानों के इस रवैये पर चौकसी रखेगी। यह सब अब नहीं चलेगा।

टाटा पर सरकार के हमले की सच्चाई

झारखण्ड में उद्योगों पर लगातार हमले हो रहे हैं लेकिन इतिहास में ऐसा पहली बार हुआ है जब १०० वर्ष पुरानी टाटा स्टील जिससे भारत के प्रधानमंत्री मानमोहन सिंह औद्योगिक विकास का नमूना मानते है उसपर राज्य के मुख्यमंत्री शिबू सोरेन ने यह कहते हुए सीधे तौर पर हमला बोल दिया है कि टाटा स्टील को झारखण्ड से नफरत है, कम्पनी का मकसद सिर्फ पैसा कमाना है तथा उससे यहां के गरीबों की परवाह नहीं है। यहां एक बात तो स्पष्‍ट है कि कुछ दिनों पहले तक टाटा का गुण गाने वाले शिबू सोरेन अपनी खुनस निकाल रहे है क्योंकि वे नैनो परियोजना को झारखण्ड में लाना चाहते थे ताकि मध्यम वर्ग उनसे खुश रहे जिससे अगले चुनाव में उनको फायदा मिल सकता है। इसके बावजूद जिस मानवता की बात उन्होंने उठायी है वह निश्चित तौर पर चिंतंनीय है। दूसरी बात यह है कि राज्य में औद्योगिकरण का इतिहास टाटा स्टील से ही प्रारंभ होती है उसके बावजूद क्यों टाटा स्टील को टोंटोपोसी में ग्रीनफिल्ड परियोजना के लिए २४,५०० एकड जमीन तथा सिंहभूम में परियोजना विस्तार हेतु ६००० एकड जमीन नहीं मिल पा रही हैं।

यह तथ्य है कि टाटा स्टील का गरीबी उन्मूलन में खास भूमिका नहीं हैं। १०० वर्ष के बाद भी टाटा की धरती जमशेदपुर में गरीबी खत्म होने के बजाये लगातार बढ रही हैं। शहर में रह रहे आदिवासी, दलित एवं गरीबों को की स्थिति बहुत दयनीय है। ये लोग विस्थापन की मार झेलने के बाद झुग्गीवासी बन चुके हैं। रिक्शा चलाना, कचडा चुनना और मजदूरी करना ही उनके जीविका का प्रमुख साधन बन चुका है। टाटा ने इन लोगों से वादा किया था कि नये लीज एग्रीमेंट में अनुसूचित क्षेत्र की जमीन जहाँ ८५ (सरकारी ऑंकडों के अनुसार) तथा वर्तमान में ११५ झुग्गी बस्ती है उसे लीज से बाहर कर दिया जायेगा। २० अगस्त २००५ को टाटा का नया लीज एग्रीमेंट बना जो अगले ३० वर्षों तक कायम रहेगा। लीज के बाद अखबरों में खबर छपी कि अनुसूचित क्षेत्रों की भूमि को लीज से बाहर रखा गया है। झुग्गीवासी खुशियां मनाने लगे, मिठाईयां बांटी गई तथा लोग नाचने-गाने लगे। लेकिन कुछ ही दिन बाद जब उन्हें अपना मकान खाली करने की सूचना दी गई तो ऐसा लगा मानो उनके ऊपर आसमान गिर पडा है।

उन्होंने 'संयुक्त बस्ती समिति' नामक संगठन के माध्यम से 'सूचना का अधिकार' के तहत जमशेदपुर के विकास आयुक्त से लीज के संबंध में सूचना मांगी। प्राप्त सूचना के अनुसार टाटा को ४३९१.८६.२२ हेक्टेयर भूमि दी गई है, जिसमें अनुसूचित क्षेत्र की भूमि भी शामिल है। टाटा को यह भूमि २ रूपये, २८ रूपये, २०० रूपये एवं ४०० रूपये प्रति एकड की दर से दी गई है, जिस पर टाटा अगले ३० वर्शों तक राज करेगा। वरिश्ठ पत्रकार फैसाल अनुराग के अनुसार छोटानागपुर काश्तकारी अधिनियम १९०४ में ही बन कर तैयार था लेकिन टाटा को जमीन देना था इसलिए इस अधिनियम को उस समय लागू नहीं किया गया। १९०७ में टाटा कम्पनी की स्थापना हुई, जिसमें आदिवासियों की जमीन भी ली गई। उसके बाद १९०८ में छोटानागपुर काश्तकारी अधिनियम को लागू किया गया। वे कहते है, ''टाटा कम्पनी एवं सरकार दोनों ने मिलकर आदिवासियों को ठगा है''।

टाटा प्रमुख रतन टाटा कहते हैं कि उनकी कम्पनी किसी के लाश पर प्रगति करने के लिए नहीं बनी है। लेकिन उनका अमानवीय चेहरा २ जनवरी २००६ को पहली बार उडीसा के कलिंगानगर में सामने आया था, जहाँ १४ आदिवासी पुलिस गोली के शिकार हुए जब वे अपनी जमीन, जंगल और जीविका के संसाधनों की रक्षा हेतु टाटा समूह एवं सरकार से लड रहे थे। इसी कडी में विस्थापन विरोधी आदिवासी कार्यकर्ता अमीन बानारा को १ मई २००८ को गोली मार दी थी। हस्यास्पद बात यह है कि टाटा अभी भी इस परियोजना को लागू करने की फिराक में है।

दूसरी ओर सरकार टाटा को टैक्स में प्रतिवर्ष भारी छूट देती है। टाटा द्वारा नियमों का उल्लंघन करने पर झारखण्ड सरकार ने २००३ में टाटा को ६० करोड रूपये सेल टैक्स भरने को कहा था लेकिन टाटा टैक्स भरने के बजाये झारखण्ड उच्च न्यायालय में सरकार के खिलाफ मुदकमा दायर कर दिया। जब कोर्ट ने आयकर आयुक्त को इस संबंध में निर्णय लेने का निर्देश दिया तो टाटा अपना पांव खिसकते देख पुनः सर्वोच्च न्यायालय का रूख किया। अंततः सर्वोच्च न्यायालय ने टाटा को टैक्स में ६० करोड रूपये की छूट दे दी। वर्तमान में टाटा पानी का टैक्स भी नहीं दे रही है। टाटा के इस रवैया से स्पश्ट है कि टाटा को झारखण्ड के विकास से मतलब नहीं है उसे सिर्फ झाखण्ड के संसाधनों को बेचकर मुनाफा कमाने से मतलब है।

टाटा स्टील स्वयं को झारखंडियों खासकर विस्थपितों की हितैषी बताती है। टाटा का दावा है कि वह अपने वार्शिक आय का ६६ प्रतिशत राशि सामाजिक सरोकार कार्यक्रम के तहत प्रभावित क्षेत्रों के विकास में खर्च करती है। लेकिन सच्चाई यह है कि उनके कार्यक्रम का सारा खर्च उनके कर्मचारियों को मिलता है और जिनको मिलना चाहिए उन्हें नहीं मिलता है। टाटा यह इसलिए करती है ताकि उनके कार्मचारी हमेशा साथ में खडा रहे। आदिवासी एवं मूलवासी जिन्होंने टाटा के कारण अपनी जमीन, जंगल, जीविका के संसाधन, संस्कृति, पहचान खो दी है, टाटा के कल्याणकारी योजनाओं का कभी भी स्वाद नहीं चखा है। ऐसी स्थिति में टाटा स्टील को मानवता पक्ष पर पुर्नविचार करना चाहिए।

Tata BlueScope to export from Jamshedpur plant from 2010

Tata BlueScope Steel, a 50:50 joint venture between Tata Steel and Australia based BlueScope Steel, is planning to export 10,000 tpa of coated steel coil from its proposed 2,50,000 tpa (of which colorbond, colour coated steel will constitute 1,50,000 tpa and zinc aluminium coated steel will account for 1,00,000 tpa.) Jamshedpur plant from 2010.

The Rs.900 crore Tata BlueScope Steel's metal coating facility , to be set up at Bara in Jamshedpur, will be commissioned in the last quarter of 2009 and will be the first of its factories to produce coated steel coils.

Tata BlueScope Steel has already invested Rs.340 crore in setting up three rollforming and pre-engineered building facilities in Delhi, Pune and Chennai.

Liberia disqualifies Tata Steel from mining rebid

The government of Liberia has decided to disqualify Tata Steel from a re-launched bid for the $1.5 billion western cluster iron ore deposits on grounds of acts of violation in an earlier bidding process.

The Liberian government has alleged acts of violation by South Africa based Delta Mining Consolidated and Tata Steel in the earlier bidding, which may have been compromised by external influence or impropriety.

On the timeline for starting production, based on its experience in greenfield mining, Tata Steel was convinced that a project involving exploration and development of infrastructure such as that of the Western Cluster was likely to take about eight years.

Subsequently, the company had also informed the government that if desired, they could advance the production date by two years.

Moreover, Tata Steel's bid was rated favourably by international consultants Deloitte & Touche in its report to the Government of Liberia in terms of technical, financial and social commitment parameters.

Tata’s have always extended helping hand to those in need, whether it is earthquake, flood or draught. Jamshedpur, being the beloved township of Tata’s, has always got priority over others. The flood that hit people residing at the river bank, the most, has created havoc. Jamshedpur has never experienced such incessant rainfall and it has broken the past record of 75 years (278mm rainfall recorded in a day). But JUSCO quickly swung into action as soon as it got the indication that the situation might get out of control.

On 17 June, after sensing that the river level is rising steadily, JUSCO apprised Local Administration of the situation and the subsequent action that needs to be taken. Accordingly, actions were initiated from Local Administration and people were informed of the situation. But on 18 June the situation became out of control and almost all low lying areas near the river bank got flooded. JUSCO extended all necessary help that it could generate to provide relief to the affected ones.

Boats, tubes, etc were provided to Local Administration and Team JUSCO pressed into action. Apart from rescuing people from affected areas, food was distributed and floodlights were provided. Relief camp was opened up at Mango and Shastrinagar for affected people. At Adityapur, rice and tarpaulin were distributed to more than 200 affected people. Even in this crisis, when all forms of communication got affected, JUSCO power was glowing at Adityapur to bring in relief to people.

Torrential rains, the highest in a decade, lashing the Steel City and its surrounding areas in Jharkhand, disrupted life for the third day on Wednesday.

Met office sources said a record 338.1 mm rainfall was recorded here since Tuesday morning.

Railway services came to a grinding halt due to the rains, Railway sources said. Most of the trains passing through Tatanagar were either cancelled or diverted.

The police and fire-brigade personnel were kept on high alert and executive magistrates asked to watch the situation which might worsen if the rains continued, East Singhbhum deputy commissioner Ravindra Agarwal told PTI.

Waterlogging was reported from low lying areas and boats were used to evacuate people, he said.

"We have shifted about 400 people to safer places but some people in Kadma and Mango are still stranded on roof-tops," Agarwal said.

There was, however, no report of any casualty, he said.

Over 100 families in Jugsalai, Bagbera, Shastrinagar, Azadnagar, Daiguttu were affected as water gushed into the areas from Kharkhai river.

Road traffic in several areas, including Bistupur, Jugsalai were disrupted due to water-logging.

The boundary wall of an automobile factory at Adityapur industrial area collapsed last night washing away several semi-finished equipment, including gas cylinders and huge quantity of hydraulic oil.

While some schools in the steel city were closed due to waterlogging, attendance in offices was thin.

The media had reports that Steel Authority Of India Ltd. may set up a 6 million tonne greenfield steel plant in Jharkhand, with an investment of Rs 18,000 crore.
The Exchange, in order to verify the accuracy or otherwise of the information reported in the media and to inform the market place so that the interest of the investors is safeguarded, had written to the officials of the company.
Steel Authority Of India Ltd. has vide its letter inter-alia stated, "The subject of setting up of green field steel plants has been talked in the context of projected growth plan to increase its capacity upto 24 MT by 2010. In the line with the market prospect beyond 2010, SAIL is planning further growth at existing locations as well as at its new locations. The amount of such investments has not been finalized. Growth at new locations is also being planned at green field sites. One such project being conceptualized, is in the state of Jharkhand. For the same, a technical consultant, M/s MECON is being appointed to prepare a feasibility report to identify the proper location and its feasibility. It is estimated that capacity of such plant will be in the range of 6 MT initially to be expanded further. Jharkhand’s new land acquisition policy by April

The Jharkhand government plans to come out with a new industrial and rehabilitation policy in April.
'The industrial and rehabilitation and resettlement (R and R) policy draft has almost been completed and will be announced by the second week of April,' Deputy Chief Minister -who also holds the industry portfolio- Sudhir Mahto informed the House.
Jharkhand currently has no R and R policy and the industrial policy that was announced in August 2002 has already lapsed.
The government signed 64 MoUs in the last six years. Seven companies (Jharkhand Ispat Limited, Neelachal Iron and Power Limited, Adhunik Alloys and Power Limited, Balaji Industrial Product Limited, Kohinoor Steel, Balabh Steel and Anandita Traders) purchased land and started production work by setting up industries in the state. Of the 26 companies that applied for land, 10 applications have been sent to the district administration to arrange for the land.
To translate the MoUs into reality, the state government has to acquire more than 100,000 acres of land.
Jharkhand is drafting a lucrative R and R policy to attract landowners and convince them to voluntarily part with their plots to facilitate industrialization. Land acquisition has emerged as a major bottleneck.
'Many changes have been made in the previous industrial policy. The previous one talked about incentives to investors who will pump Rs.500 million into the state. Now we have investors who are ready to pump a billion rupees at one go. The incentive level has been changed,' an industry department official said.
He added: 'The new industrial policy has been drafted considering the competition among the Indian states to attract investors.
' The state government has plans to go for industrialisation in every part of state, Mahto said when some MLAs asked why only some areas of the state were marked for industrialization. He also assured the house about the efforts to reopen the Japla cement factory in Palamau.
In Jharkhand, 20 percent of the population was displaced over major industrial projects, including those of the Tata Steel, the Bokaro Steel Plant and the Heavy Engineering Corporation besides coal mining and other projects.

Sinosteel to sign an MoU with the Jharkhand Government

Sinosteel India Pvt Ltd, ( http://en.sinosteel.com ) a wholly owned subsidiary of Sinosteel Corporation, is likely to set up a 5-million tonnes steel plant in Jharkand. The company expects to sign a memorandum of understanding (MoU) with Jharkhand by May-end. Hongsen Wang, MD, Sino steel India said that the company has already discussed its plans with Jharkhand chief minister and the state chief secretary.The production capacity of the plant will be 1.5 million tones initially, which will be increased to 3 million tonnes within 3 years and to 5 million tones within 5 years, once the plant starts functioning.
The plant is likely to come up around Jamshedpur. However, the company is likely to set up the plant any where in Jharkhand depending upon the allocation of land by the Jharkhand government. The company will initially invest $500 million.
Sinosteel India is also in talks with the West Bengal government to set up a metallurgical and engineering equipment plant in Haldia, West Bengal. For the Haldia project, the company will invest $30 million.

Opium Cultivation in Jharkhand

Anti-narcotic agencies have come across evidence indicating that opium cultivation is being taken up in a big way in Jharkhand (particularly in areas where naxalities have been taking "control").
Agencies have found that new areas are being tilled for opium poppy cultivation at places like Chatra, Pakur, Hazaribagh, Palamu and Latehar in Jharkhand. Not long ago enforcement agencies came across large illicit opium poppy fields in Pakur and Chatra, which were subsequently destroyed. Opium from such areas supplied as raw material to indigenous heroin manufacturers, including those based in Uttar Pradesh.
These findings have led the agencies to believe that under the "protection" of naxalites, opium is being cultivated in huge quantities in areas under their influence."As the murky business fetches easy and huge sums of money, naxalites too have no problems with it," said an official, adding that there are satellite images available with the enforcement agencies proving that opium poppy fields do exist in the naxal-affected areas.
Investigations have revealed that instead of supplying raw opium to heroin manufacturers the growers convert it into morphine, the base material for heroin. "Transporting opium in huge quantities would be a cumbersome process. So, they first convert it into morphine and then smuggle it out," said the official.
There are strong indications that several heroin manufacturers from Uttar Pradesh -- who earlier depended on the opium grown in the State -- have begun procuring morphine originating from these areas. One of the reasons behind such a shift is that the authorities concerned have enforced 40 per cent cut down on the total licit opium production in Uttar Pradesh, Madhya Pradesh and Rajasthan. Also, enforcement agencies have mounted pressure on farmers possessing licence to grow opium to abstain from illicit cultivation.
These factors have led to a significant decline in the pilferage of opium for heroin manufacturers. In a way, officials feel, this would give a boost to opium production in areas under the influence of naxalites. As a result, heroin manufacturers in Uttar Pradesh who earlier set up labs close to areas producing opium are now exploring "virgin" locations for the purpose as they are procuring the raw material from somewhere else. "Delhi is both the destination and the transit point for the heroin originating from Uttar Pradesh," the official added.
Adding to the problem, anti-narcotic agencies have found that in areas where poppy seeds used to be grown traditionally along the Jharkhand-West Bengal border -- Purulia, Bankura, Mednapur and Murshidabad -- farmers are now being introduced to opium cultivation for heroin production. Earlier the cultivation used to be of "benign" nature. Now that several parts of Chhattisgarh have come under the influence of the naxalites, anti-narcotic agencies suspect that it has provided yet another opportunity to illicit opium cultivators.

Justifying their decision to kill Sunil Mahato, the Maoists said that the JMM MP was turning out to be an obstacle to the naxals in the region.
West Bengal Secretary of the CPI (Maoist) Somen has said that the decision to kill Mahato was taken at a very senior level in 2003. It was to stop Mahato from raising a Salwajudam-like militia.Somen also said that Mahato was planning to enact Lango-like incident, where villagers killed 14 Maoists in 2003.
State police have arrested ten suspects in connection with the killing and have intensified their combing operations.

The angry protesters burnt an effigy of the player and shouted slogans "Dhoni Murdabad" (Down with Dhoni) and demanded that the land gifted to him be taken back.

The Jharkhand government has decided to raise a Special Protection Group (SPG) to provide security cover to the politicians, bureaucrats & VIPs on the Maoist hit list.
Chief Minister Madhu Koda announced the raising of SPG on Saturday, March 18 in Jamshedpur while attending the last rituals for slain JMM MP Sunil Mahto (who was killed by suspected Maoist rebels on March 4).

The Jharkhand Mukti Morcha called a statewide bandh on Monday, 5th of March in protest against the gunning down of its Lok Sabha MP Sunil Mahato. The bandh was a dawn- to-dusk shutdown. All parties (Congress, BJP, CPI(M), CPI, RJD, AJSU and LJP ) extended support to the bandh.
The bandh, which began amidst tight security, was incident-free except some stray incidents of stone-throwing and blocking of roads at various places in the State, including Gamariah, where Mahato's residence is situated. Emergency services like hospitals and water services were exempted from the bandh.Traffic on the Ranchi-Jamshedpur, Ranchi-Patna & Kolkata-Delhi highways was brought to a standstill. Train services in some parts of the state were also hit with JMM workers sitting on the tracks.In Jamshedpur, JMM workers burnt tyres and blocked roads. Jharkhand Mukti Morcha (JMM) Member of Parliament (MP) Sunil Mahato on March 4 bore all the elements of a typical Maoist 'surprise attack'. Mahato was the chief guest at the prize distribution ceremony of the tournament, held in the memory Santosh Mahato of Nagrik Suraksha Samiti, an outfit backed by the administration to combat extremism — who was killed by Maoists a few months ago. As the 41-year old MP watched a football match on the eve of Holi at Bakuria village (near Ghatshila-40Kms. from Jamehedpur- in Jharkhand's East Singhbhum district) cadres of the Communist Party of India-Maoist (CPI-Maoist) numbering around 40-45, including women members, who were already present among the spectators came from behind the pandal where Mahto was sitting. While some of them walked up to the unsuspecting MP under the pretext of garlanding him, the others shot him with the weapons they had snatched from his bodyguards.

The rebels pumped around fourteen rounds into Mahto’s chest and abdomen from point blank range. The MP was killed on the spot along with two bodyguards (Deep Raj and Sahdeo Raj Shastri) while one of his party colleagues (Prabhakar Mahato- block secretary of JMM) died on way to the Tata Main Hospital. Another party colleague succumbed to his injuries subsequently. The rebels raised slogans before leaving with four INSAS rifles and ammunition looted from the guards. They also punctured & torched the MP’s vehicle.

The bodies of Mahto and the two bodyguards were taken to the Mahatma Gandhi Memorial Hospital, Jamshedpur for post mortem.
The shootings took place around 6 in the evening.
Mahto, a first-time MP, represented Jamshedpur constituency and was also the party General Secretary. He had a strong mass base in the region. He had defeated BJP’s then sitting M.P. Abha Mahato by more than one lakh votes in the last Lok Sabha election.
His wife Suman and two daughters survive him.
The CPI-Maoist on March 6 claimed responsibility for the killing by putting up handwritten posters in the villages of Hadia and Lango areas under the jurisdiction of Ghorabandha police station far from the site of the killings, thus arousing suspicions that Mahato could have been the victim of his personal rivalry with the Mafia, not the Maoists. The posters, however, claimed that Mahato had instigated villagers at Lango to kill 11 Maoists, and further that Mahato was killed for two reasons: for telling contractors not to pay 'tax' to the Maoists; and, for supporting the anti-Maoist movement being led by the Nagrik Suraksha Samiti-NSS/Nasus (Citizens Defence Committee) in East Singhbhum and West Singhbhum districts. The posters declared: "He instigated innocent tribals. He asked them to kill us with arrows. We killed him with bullets."
Unlike the Jharkhand government, which preferred an inquiry by the Central Bureau of Investigation (CBI) into the killing, the union government was convinced of the fact that the act was the handiwork of the Maoists. Union home secretary, V.K. Duggal, stated on March 5, "Apparently, it looks like retaliatory action because as a key functionary of the Nagarik Suraksha Samiti, Mahato had been raising his voice against Naxals." The union minister of home affairs, Shivraj Patil, in a suo moto statement in the Rajya Sabha on May 6, before the Maoist posters claimed responsibility for the killing, provided a vivid description of Mahato's assassination. He also spoke of the customary reinforcements, 'sealing' of borders and combing operations to nab the culprits.
It is, however, nobody's belief that Mahato's killers would actually be caught. There is even less faith that the unlikely event of their arrest could dent the reign of the Maoists in Jharkhand.

Founder's Day Celebrations-3rd March

Fireworks and a dazzling illumination of Jubilee Park in Jamshedpur kick started Founder's Day celebrations at the Tata Steel plant in Jamshedpur on Saturday, 3rd March 2007. Chairman Ratan Tata was in Jamshedpur on the occasion of Founder’s Day (168th birth anniversary of Jamshedji Tata, the founder of the Tata Group).
This year it is a special occasion particularly after Tata's recent $12 billion acquisition of Anglo-Dutch steel company Corus. In fact, a team from Corus, including its Chairman Jim Leng, was in Jamshedpur to participate in the celebrations.
Dr J.J. Irani, Director of Tata Sons & Tata Steel; Mr B. Muthuraman, Managing Director of Tata Steel; Dr T. Mukherjee, Deputy Managing Director (Steel) and Mr A.N. Singh, Deputy Managing Director (Corporate services) among others paid homage to the founder of the company, Jamshedji Nusserwanji Tata, at the latter's statue within the steel works.
Tata Steel is also celebrating its centenary year this year.

National Metallurgical Laboratory, Jamshedpur is celebrating its 57th Foundation Day

The foundation stone of National Metallurgical Laboratory (NML) was laid on 21.11.1946 by the first and only Governor General of independent India, Shri C.Rajagopalachari. The laboratory was formally inaugurated and dedicated to the

nation on the 26th of November, 1950 by Pandit Jawaharlal Nehru. The laboratory formed part of the great plan, which Sir Shanti Swarup Bhatnagar visualised in 1940, for providing India with a network of research institutes capable of taking the country forward in the Science & Technology. The National Metallurgical Laboratory was the third in the Council of Scientific & Industrial Research (CSIR) family of 38 laboratories.
Under the CSIR Network Programme, NML has been participating and contributing in 63 ongoing activities, within the 14 major Network projects relevant to the laboratory. These projects include diverse areas, like - Technology for Engineering Critical Assessment (TECA); Bioprocessing and bioremediation of effluents and acid mine drainage; New Building construction materials; Computational mechanics; Developing capabilities in advanced manufacturing technologies; Development of specialized aerospace materials; Custom tailored special materials; Coal Resource Quality Assessment; Capacity building for coastal placer mineral mining; Environment friendly leather processing; Certified reference materials; Industrial waste minimization; and Design analysis of special structures including bridges. Additionally, NML has also been participating in two projects relating to Information Science and products with NISCAIR as the nodal agency and NML as one of the participating members. These are (1) National Science Digital Library, and (2) e-Journal Consortium. All the activities under these network projects are progressing as per schedule.

The two NML Mega projects - (1) Maximizing blast furnace productivity with Indian iron ore with the financial support of Ministry of Steel, Govt. of India, under the Steel Development Fund scheme, and (2) Processing of Polymetallic Sea Nodules sponsored by Department of Ocean Development, Govt. of India. Under the Blast Furnace Project, technology for improved operation of blast furnaces has been developed through comprehensive process models, validation of models using state of the art experimental facilities and their integration in a real-time process simulator (RTPS). The models and the RTPS have been tuned and installed at Bokaro Steel Limited (BSL), BF No. 5. In the DoD sponsored project on Polymetallic sea nodules, the current focus is on the utilization of leach residue generated in the processing of sea nodules. A novel two stage smelting process has been developed to recover manganese as ferro-silico-manganese. A pilot plant to process 350 kg/day leached residue has been set up.

If you’re reading this on company time, congratulations on beating the system. If you’re reading it on your own time, you really need to find a job where they pay you to do this sort of thing.

A brief introduction to my blog:
This is not a a blog to discuss ways to improve health care or to discuss a course on self-improvement and technology to help anyone on their spiritual path, whatever that path happens to be, nor is this going to be a frequent, chronological publication of personal thoughts and web links.
I have a particular agenda or plan for this which you would come to know in due course.(I’m as confused on this as you are.)

I will try to keep foul language out as far as possible.

An introduction to my city Jamshedpur (Location 86.12° E 22.47° N):
Jamshedpur was founded by the late Jamshedji Nusserwanji Tata as Sakchi. It was named Jamshedpur, by Lord Chelmsford in honour of its founder,in 1919.
Jamshedpur is home to the first private Iron and Steel company of India,Tata Steel.It is a modern, industrial city and life in this city is comfertable.
